What Is PCR Plastic Packaging?

PCR is one of the most used and most loosely used terms in packaging. Used precisely, it is a verifiable packaging change; used loosely, it becomes a claim that will not survive a retailer's review.

Definition

PCR (post-consumer recycled) resin is produced from plastic that was used by a consumer and then collected — household bottles, containers and packaging — and reprocessed into new resin suitable for moulding.

It is different from:

• Virgin resin — made from fossil feedstock
• PIR (post-industrial recycled) — manufacturing scrap reprocessed before it reached a consumer
• Bio-based resin — from renewable feedstock, which is an origin claim, not a recycling claim

How to verify recycled content

1. Request the recycled-content certificate for the specific resin grade
2. Request the supplier declaration naming the grade and its recycled content
3. Ask for the production lot record linking resin lot to your order
4. If the grade is uncertified, describe the input source and do not quote a fixed percentage

What changes in practice

• Colour: white and bright shades are hardest to match at high PCR; opaque, dark and sprayed parts are easiest
• Odour: some recycled grades carry odour — panel test the filled pack for unscented products
• Performance: equivalent for most constructions; drop and stacking test thin walls at very high recycled content
• Cost: usually at or above virgin pricing, with a premium on certified cosmetic grades

What PCR does not mean

PCR does not mean the pack is recyclable. Recyclability depends on the design and on collection infrastructure. State the two separately: "50% post-consumer recycled HDPE" and "mono-material PP pack, recyclable where PP collection exists".

Moving from material research to a packaging brief

Start with the packaging format and the appearance you need. Then ask which recycled grade is available for that design, which parts contain PCR and what documentation supports the proposed content. A resin certificate should not be presented as certification of every part of the finished pack.

Before approving an order, compare physical samples, agree the scope of formula compatibility checks and confirm the documentation for the chosen material. Recycled content, recyclability and product performance are separate questions.
